Standing at the edge of Lake Ontario is like standing at the edge of the ocean: the water extends to the horizon, waves break against the shore. Dozens of New York state parks have been created to give people access to the water.

I am interested in the ways we control our use of the water with signs and fences and the ways we try to improve the natural world with benches and volleyball nets. A visitor to one of New York's state parks will struggle to have an unmediated encounter with the great lake.
